This is a top loading washer. The locked light is on although it is not locked. I can set the machine to any wash cycle, however it does not start and lid does not actually lock. The locked light does not go off. I have opened the lid, held the off button for 10 seconds w/lid up. I have also unplugged for 5-minutes and the held off button for 10 seconds w/lid up. This was suggested by Maytag. Nothing works. Any suggestions besides calling a repairman? I am willing to try myself since on a very limited budget.

That might indicate a problem in the lid locking mechanism.
Try this also from Tech sheet
Will Not Unlock • Press Off. The motor control is not responding if it takes 4 minutes to unlock. The motor control is either bad or disconnected. • Unplug and reconnect power cord. Wait 20 seconds for machine to unlock. • Check lid locked switch circuit. Circuit should be closed at machine control. (See board input/output chart) • Check for loose electrical connections at lid lock and at machine control board. • Push lid closed to make sure nothing from inside is pressing against it which may keep it from unlocking. • Perform Motor and Motor Control Test. (see Motor and Motor Control Test section). • If necessary, remove clothes by disconnecting power to washer, and open top cover with a putty knife.

One other thing is to check the contacts on the lid switch look closely they corrode up frequently in my experience.
